The Ministry of Commerce, Industry and promotion of PMEs is responsible for the implementation and monitoring of the Government's policy on Trade, Crafts and SMEs promotion. In this respect and in collaboration with the various relevant departments, it has the initiative and responsibility for the following actions:
- With regard to external trade
- Promotion and marketing organisation of Ivorian products in the international market;
- Negotiations initiation and coordination and monitoring of bilateral trade agreements, notably with regard to commodities for the export market;
- Monitoring of Ivory Coast relationship with international and inter-governmental organisations operating in the field of trade and commodities;
- Regular reports to the Government with regard to the status of raw materials, finished and semi-finished products for the export market in collaboration with the Minister of Agriculture;
- Improvement of the exporting environment;
- Involvement in activities’ facilitation of Attachés and Trade Counsellors of Ivorian Embassies as well as monitoring of Foreign Trade Agencies in Ivory Coast, in collaboration with the Minister of Foreign Affairs
- Regulation on the definition and control of the foreign trade regime;
- Management of imported goods subject to regulation;
- Contribution to the development and implementation of entry and exit tariff and non-tariff policy.
- With regard to internal trade
- Promotion and marketing organization of Ivorian goods in the domestic market;
- Organisation of trade activities;
- Implementation of regulations with regard to the set-up of trading units, national or regional markets, retail markets, specialty markets, general stores, hypermarkets and supermarkets
- Management of national commercial equipment;
- Improvement of distribution and supply channels for urban and rural areas;
- Consumers organisation ;
- Promotion, incentives, training and supervision of nationals with commercial activities;
- Participation in the mechanism of distribution and price setting for petroleum products;
- Promoting fairness in trade transactions and consumer protection;
- Definition and implementation of a modern metrology and inspection of measurement instruments in the commercial sector;
- Implementation and monitoring of competition and pricing;
- Fraud prevention;
- Participation in regulations implementation with regard to commercial planning, creation and promotion of the Commercial Planning Commission, in collaboration with the Minister in charge of Planning;
- Implementation of a management policy of national or regional commercial facilities.
- With regard to the handicraft sector
- Handicrafts and handicraft industry promotion;
- Definition and implementation of an institutional and regulatory framework relating to handicraft business;
- Handicraft activities and handicraft industry promotion;
- Definition and implementation of a funding policy for handicraft industry in collaboration with the Ministry of Economy and Finance;
- Construction and operation of handicraft sites of national interest;
- Apprenticeship and continuous vocational training promotion;
- Organisation and promotion of Ivorian products marketing in the national and international market;
- Implementation of a framework and modernization policy of the informal sector.
- With regard to SMEs / SMIs Promotion
- Promotion of small and medium enterprises and small and medium industries (SMEs / SMIs);
- Monitoring and coordination of SMEs / SMIs development action;
- Implementation and monitoring of policies aimed at improving SMEs / SMIs efficiency;
- Implementation on a private basis and in association with national and international economic and financial operators of a body dedicated to promoting Ivorian PMEs;
- Development and implementation of an institutional and regulatory framework for the creation and financing of SMEs; SMEs / SMIs monitoring.
